Section 5(2) in The Orissa Legislative Assembly Members' Jeep, Motor Cycle, Scooter or a Like Vehicle Advance Rules, 1986
(2)In case of a member to whom advance has been paid ceases to hold the office before the advance is fully recovered the entire balance then outstanding together with the interest thereon shall become forthwith be payable to the State Government in a lump.
