Section 31(1) in The Gandhidham (Development and Control on Erection of Buildings) Act, 1957
(1)The Authority, with the previous approval of the State Government may, by notification in the Official Gazette, make regulations to carry out the purposes of this Act:Provided that the State Government may make the first regulations under this section and any regulations so made may be altered or rescinded by the Authority in exercise of the powers conferred by this section.
