(10)On receipt of the identification envelope, the Returning Officer shall examine the envelope and where he rejects any of them for non-fulfilment of the requirements of Sub-rules (7) and (9), he shall record his decision, "rejected" noting thereon in which respect it does not fulfil those requirements and deal with them in accordance with the provisions of Sub-rules (3) to (5) and Rule 7. The Returning Officer shall place the identification envelope which he provisionally accepts in a bundle without opening the envelope and deal with them as under Sub-rules (3) to (5) or Rule 7.
