Section 437(1) in The Coimbatore City Municipal Corporation Act, 1981
(1)If, in respect of any of the matter specified in section 432, the council has failed to make any bylaws or if the by-laws made by it are not, in the opinion of the Government adequate, the Government may make rules providing for such matters and to such extent as they may think fit.
