13. Notice of transfer.
Where the competent authority decides to transfer the management and control of a tank to any person for proper utilization, he shall issue a notice stating such intention and the copies of such notice inviting applications shall be published in his own office and in the office of the Gram Panchayat having jurisdiction over the tank.
