Section 46(a) in The Rules For the Administration, Admission and Rehabilitation of Persons in Homes and Shelters, 1970
(a)The Revised Budget Estimates for each financial year and budget estimates for the next financial year shall be prepared by the Secretary and submitted to the Committee for consideration and recommendation to the Director through the Chief Inspector.
