Section 129(1) in Delhi Prisons (Inspection, Meetings and Duties of Officers) Rules, 1988
(1)No officer of any jail, other than the Superintendent, shall at any time award any punishment to any prisoner or, otherwise than in accordance with law and the orders of the Superintendent, inflict any punishment on any prisoner.
