Section 13(1) in The Rajasthan Molasses Rules, 1985
(1)On receipt of an application under rule 12 the District Excise Officer may make such inquiries as he deems necessary and if he is satisfied that there is no objection to grant the licence applied for he may, grant a licence in Form M-IV on payment of a fee of Rupee 1/-.
