(3)The exemption under sub-rule (2) may be withdrawn by the Excise Commissioner it there is any breach of the conditions given in that sub-rule or if he is satisfied, after such enquiry as he deems proper, that Narcotic drugs are supplied otherwise than for bona fide medical treatment.
