16. Temporary vacancy in the Authority.
- Any temporary vacancy, other than that of an ex-officio member, in any Authority shall, as soon as may be, be filled in the same manner in the case of a permanent vacancy. The person filling the temporary vacancy shall become a member of such Authority for the residue of the term for which the person whose place he fills would have been a member.
