Section 18(2) in The Harbour Craft Rules for the Port of Madras, 1935
(2)No tindal of any registered harbour craft shall permit any animal to be loaded in it, unless the harbour craft has been provided with sand ballast or straw sufficient to form a flat floor and unless such other requirements as may be imposed by the Registering Officer in respect of the harbour craft have been complied with.
