Section 9(4)(i) in The Tripura Courts Stenographers' Service Rules, 1983

(i)The appointment to the post of Higher Selection Grade, Selection Grade and Senior Grade shall be made on the recommendation of the D.P.C. by the respective District Judge in whose judgeship a member is recommended for such appointment and after appointment the services of the officers so appointed shall be deemed to have been placed at the disposal of the respective District Judge.
