Section 15(1) in The Prasar Bharati (Broadcasting Corporation Of India) Act, 1990
(1)The Broadcasting Council shall receive and consider complaints from-(i)any person or group of persons alleging that a certain programme or broadcast or the functioning of the Corporation in specific cases or in general is not in accordance with the objectives for which the Corporation is established;(ii)any person (other than an officer or employee of the Corporation) claiming himself to have been treated unjustly or unfairly in any manner (including unwarranted invasion of privacy, misrepresentation, distortion or lack of objectivity) in connection with any programme broadcast by the Corporation.
