Section 77A(c) in U.P. Zila Panchayats Service Rules, 1970
(c)An advance shall not, except for special reason-(i)exceeds three months' pay or half the total amount at the credit of the subscriber at the time of the application whichever is less, at the discretion of the sanctioning authority;(ii)be sanctioned until at least twelve months have elapsed after final repayment of all previous advances together with interest thereon ;
