Section 367(1)(ii) in The General Rules (Civil), 1986

(ii)General letters and circulars containing general instructions or orders, but of only ephemeral value (e.g. declaring a certain day as a special holiday, or saying that the Registrar would be away during a certain period and D.O. letters during this period should be addressed to the Additional Registrar, or asking that monthly establishment bills for a certain month should be submitted before a certain date).
