Section 2(1)(g) in The Orissa Motor Vehicles Rules, 1993

(g)"passenger" for the purpose of Chapter-IV of these rules means any person travelling in a public service vehicle other than the driver, conductor or an employee of the permit holder while on duty in respect of the motor vehicle;
