Section 7(1) in The Narcotic Drugs and Psychotropic Substances (Madhya Pradesh) Rules, 1985
(1)Subject to the provisions of sub-rule (2) no person shall import Inter-State/export Inter-State or transport opium except under a pass in Form O.P. 5 granted by the Excise Commissioner.
