Section 19(1) in The Bihar and Orissa Local Self-Government Act, 1885
(1)The members of a District Board at a meeting shall elect one from among their own number to be Chairman [* * *] [The words 'provided that no salaried servant of the Crown shall vote in the election or be eligible for election 'repealed by Section 11 of the Bihar Act 40 of 1950.].
