Section 4 in The Uttar Banga Krishi Viswavidyalaya Act, 2000

4. Jurisdiction of the University.

(1)The jurisdiction of the University in teaching, research and extension education programme in the field of agriculture and allied sciences shall extend to all the northern districts of Darjeeling, Jalpaiguri, Cooch Behar, North Dinajpur, South Dinajpur and Malda in West Bengal.
(2)The University may assume responsibility for training of field extension workers and farmers in order to support the agricultural production of West Bengal and, for that purpose, may establish, develop and operate such organisations as may be required in the various parts of West Bengal within the jurisdiction of the University.
(3)All colleges, research and experimental stations, and extension organisations of the former University coming under the jurisdiction of the University, shall be regarded as constituent units of the University under its full management and control and no unit shall be recognised as affiliated unit.
(4)The University may collaborate with other Universities, research institutes and other scientific and academic institutes pursuing the study of agriculture and allied sciences, either basic, or applied to agriculture, in making and implementing programmes of common interests for the benefit of agriculture, whether such institutions are situated within or outside West Bengal, in order to ensure that the efforts made by all of them become complementary to one another.
(5)On and from the appointed day, no new college or institution imparting instruction in agriculture and allied sciences shall be established without the recommendation of the University and the prior approval of the State Government.
(6)No institution affiliated to, or associated with, or maintained by, any other University, whether within or outside West Bengal, shall be recognised by the University for any purpose, except with the prior approval of the State Government and the University concerned.
