Section 4(3) in The Jammu and Kashmir Collection of Statistics Act, 2010
(3)The Government may employ on contract basis any agency or company or organization or association or person, on such terms and conditions and on such safeguards as may be prescribed, for the purpose of collecting the statistics directed by it.
