Section 56(1) in Bihar and Orissa Excise Rules, 1919
(1)No excisable article shall be sold-(a)to any Railway servant at the time on duty, any Excise, Salt or Police Officer below the rank of Sub-Inspector being in uniform, any European vagrant under Police escort, or any insane person, by any licensed vendor or by the agent or servant of any licensed vendor, or(b)to any soldier, whether in uniform or not, or any member of a soldier's family, or any camp-follower, by any licensed vendor or the agent or servant of any licensed vendor unless such licensed vendor has been approved by the General Officer Commanding the Division or the Officer, Commanding a cantonment or camp.
