Section 46(xii) in Rajasthan Non-Government Educational Institutions (Recognition, Grant-In-Aid and Service Conditions Etc.) Rules, 1993
(xii)Medical Officers must not recommend the grant of leave in any case in which their appears to be no reasonable prospect that the employee concerned will ever be fit to resume his duties. In such cases, the opinion that the employee is permanently unfit for service should be recorded in the medical certificate.
