Section 22(2) in The West Bengal Panchayat Act, 1957
(2)The Adhyaksha or in his absence the Upadhyaksha shall preside at the meetings of the Gram Panchayat; and in the absence of both, the members present shall elect one of their number to be the President of the meeting.
