Section 94(1) in Tamil Nadu Panchayats (Elections) Rules, 1995
(1)The meeting for election of Vice-President shall be convened, presided over and conducted by the Returning Officer, or if so authorised by the State Election Commission, by the Assistant Returning Officer.
