Section 21(2) in The Calcutta Improvement Act, 1911
(2)The person to preside at a meeting of a Committee shall be the Chairman, if he-is a member of the Committee, or, if he is not a member [or is absent] [Words inserted by W.B. Act 32 of 1955.], then the members present shall choose one of their number to preside.
