Section 116(2) in Jammu and Kashmir Municipal Corporation Act, 2000
(2)The Commissioner shall not grant such permission, if :-(a)the advertisement contravenes any bye-law made under this Act ; or(b)the fee, if any, due in respect of advertisement has not been paid.
