Section 63(1) in The Gujarat Agricultural Universities Act, 2004
(1)At any time after the passing of this Act until such time as the authorities of the University shall commence to exercise their functions,(a)any officer of the University may be appointed by the Vice-Chancellor with the previous sanction of the Chancellor,(b)teachers of the University may be appointed by the Chancellor after considering the recommendations of an Advisory Committee consisting of the Vice-Chancellor, the Director of Agriculture and such other person or persons, if any, as the Chancellor thinks fit to associate with them.
