133. Issue of certificates.
- Certificate forms will be issued by the District Educational Officers and Inspectresses only to Correspondent or Headmasters, on application to which should be attached a treasury receipt for the value of the forms required at the rate fixed, from time to time.Before issuing a certificate the officer should be careful to sign it and to fill in the designation of "the district or the circle."No second certificate form shall, on any account, be issued to a pupil without the sanction of the Board.
