Section 5(1) in The Merchant Shipping (Prevention of Pollution by Oil from Ships) Rules, 2010
(1)The Central Government may allow any fitting, material, appliance or apparatus to be fitted in a ship as an alternative to that required by these rules if such fitting, material, appliance or apparatus is at least as effective as that required by these rules:Provided that such authority of the Central Government shall not extend to substitution of operational methods to effect the control of discharge of oil as equipment to those design and construction features which are prescribed under these rules
