(1)Should any person, who himself or any member of whose family residing with him cultivates land within municipal limits or in a village within two miles from the municipal limits fail to provide for the proper house-scavenging of any house or building occupied by him within the limits of the municipality, the committee may complain to a [judicial magistrate] [Substituted for the words 'magistrate' by Punjab Act No. 23 of 1964.].
