13. Recovery of advance.
(1)The advance sanctioned under rules 4, 6 and 7 shall be repayable in equated monthly instalments commencing from the month immediately succeeding that in which the advance has been drawn. The instalments of the advance shall be so regulated that the entire amount of advance along with interest is recovered from the Minister within a period of [figteen years] [Substituted vide Punjab Government Notification No. GSR 39/PA 6/47/S.2D/Amd.(3)/96. dated 6.6.1996.] from the date of drawal of the advance:Provided that if a Minister fails to pay any instalment 2nd of the advance on the due date, the whole amount of advance or so much thereof as shall then remain due and unpaid along with the interest shall become payable immediately.[ - ] [2nd Proviso omitted vide Notification No. GSR.14/PA.6/47/S-2D/Amd 89, dated 24.12.1988.](2)The amount of advance along with interest or any balance due from any Minister shall without prejudice to other rights and remedies of the Government also be recoverable from the pension, if any, admissible to him under the Punjab State Legislature Members (Pension and Medical Facilities Regulation) Act, 1977.
