Section 21(2) in The Orissa Municipal Corporation Rules, 2004
(2)Confidential Character Roll shall be maintained in duplicate. The original copy shall not be removed from the office having custody of it and the duplicate copy shall be circulated for purpose of promotion, selection, etc.
