Section 151(1)(ii) in The Orissa Motor Vehicles Rules, 1993

(ii)if the brakes of the trailer can be operated by the driver of the drawing motor vehicle or by some other person carried on that vehicle, such other person in addition to the driver shall be carried on that vehicle and one person in the last trailer in train in accordance with the provisions of Sub-clause (b) of Clause (i);
