The Passports Application (Facilitation and Processing) Rules, 2010Published vide Notification New Delhi, the 28th April, 2010Ministry of External AffairsG.S.R. 371(E). - In exercise of the powers conferred by clause (i) of sub-section (2) of Section 24 of the Passports Act, 1967 (15 of 1967), the Central Government hereby makes the following rules, namely :-

1. Short title and commencement.

(1)These rules may be called the Passports Application (Facilitation and Processing) Rules, 2010.

(2)They shall cone into force on the date of their publication in the Official Gazette.

2. Definitions.

(1)In these rules, unless the context otherwise requires, -

(a)"Act" means the Passport Act, 1967 (15 of 1967);

(b)[ "Passport Seva Laghu Kendra" means a small passport application processing centre under the Passport Seva Project;] [Substituted ''Mini-Passport Seva Kendra' means a small passport application processing centre under the Passport Seva Project.' by Notification No. G.S.R. 1063(E), dated 24.8.2017 (w.e.f. 28.4.2010).]

(c)"Passport Seva Kendra" means a passport application processing centre under the Passport Seva Project.

(d)"Passport Seva Project" means the public private partnership model project to accept and process passport application, issue of passport, maintain data thereto and all other works connected therewith;

(da)[ "Post Office - Passport Seva Kendra" means a passport application processing centre within the premises of Post Offices under the Passport Seva Project;] [Inserted by Notification No. G.S.R. 1063(E), dated 24.8.2017 (w.e.f. 28.4.2010).]

(e)"Schedule" means the Schedule annexed to these rules;

(f)"Section" means section of the Act;

(g)"Service Provider" means a person or entity which is awarded the contract for implementing a Passport Seva Project.

(2)Words and expressions used herein and no defined, but defined in the Act shall have the meaning respectively assigned to them in the Act.

3. Passport Seva Kendras.

(1)The Passport Seva Kendras under the Passport Seva Project shall be set up by the Service Provider with the approval of the Central Government.

(2)The Passport Seva Kendra as specified in column (2) of Schedule I shall operate within the jurisdiction of the Passport Office shown against it in column (3) of the said Schedule.

4. Mini-Passport Seva Kendra.

- The Mini-Passport Seva Kendra as specified in column (2) of Schedule II shall operate within the jurisdiction of the Passport Office shown against it in column (3) of the said Schedule.

4A. [ Passport Seva Laghu Kendras. [Inserted by Notification No. G.S.R. 1063(E), dated 24.8.2017 (w.e.f. 28.4.2010).]

- The Passport Seva Laghu Kendras as specified in column (2) of Schedule II shall operate within the jurisdiction of the Passport Office shown against it in column (3) of the said Schedule.

5. Post Office-Passport Seva Kendras.

- The Post Office-Passport Seva Kendras as specified in column (2) of Schedule III shall operate within the jurisdiction of the Passport Offices shown against it in column (3) of the said Schedule.]
