(2)a structural stability certificate of the School building issued by the Executive Engineers of the Public Works Department or from the Chartered Engineers in the panel of qualified and Registered Engineers maintained by the District Collectors in accordance with the Tamil Nadu Public Buildings (Licensing) Act, 1965;
