Section 21(1) in The Meghalaya Cinemas (Regulation) Rules
(1)No addition to or alteration in any portion of any premises licensed under Section 5 of the Act, necessitated by fire, any other calamity or any other cause shall be made without the sanction of the Licensing Authority.
