Section 44(a) in The Constitution of Jammu and Kashmir
(a)to communicate to the [Governor] [Substituted for 'Sadar-i-Riyasat' by the Constitution of Jammu and Kashmir (Sixth Amendment) Act, 1965.] all decisions of the Council of Ministers relating to the administration of the affairs of the State and proposals for Legislation.
