Section 23(3) in The Assam Accounts Service Rules, 1963
(3)A candidate shall produce to the commission certificates of good character from-(a)The Principal Academic or Administrative Officer of the University or College in which he last studied; and(b)two respectable persons (not related to the candidate) who are well acquainted with him.
