Section 4(a) in The Orissa District Planning Committees Rules, 2000
(a)the date, time and place where a poll shall, if necessary, take place for election in accordance with the system of proportional representation by means of single transferable vote, to the Committee by and from among,-(i)the elected members of the Zilla Parishad, and(ii)the elected members of the municipalities within the district;
