Section 53(1) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(1)The [Presiding Officer] [Substituted vide O.G.E. No. 1106 dated 7.6.2008.] shall so regulate the entry of voters that polling proceeds an orderly manner. All registered voters who appear between the hours fixed for the poll within the polling station shall be allowed to cast his vote. No voter shall be admitted inside the polling station after the time fixed or the closure of the poll.
