01. 1. This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

2. Heard learned counsel for the Petitioner as well as learned Additional Standing Counsel for the State-Opposite Party No.3.

3. Issue notice on the question of admission to the Opposite Parties fixing a short returnable date.

4. Since Mr. Mohanty, learned Additional Standing Counsel accepts notice on behalf of the Opposite Party No.3, let an extra copy of the writ petition be served on him within three working days.

5. So far, Opposite Party Nos.1 & 2 are concerned, Mr. S. Palit, learned senior counsel who usually appears for the Odisha Legislative Assembly, accepts notice on behalf of Opposite Party // 2 // Nos.1 & 2, let two extra copies of the writ petition be served on any of the associates of Mr. S. Palit within three working days.

6. So far, Opposite Party No.4 is concerned, Mr. S.K. Patra, learned counsel for Principal Accountant General, accepts notice on behalf of Opposite Party No.4, let an extra copy of the writ petition be served on him within three working days

7. List this matter in 2nd week of August, 2023.

8. Counter affidavit, if any, be filed in the meantime.

11. Accept one set of process fee.

12. As an interim measure, it is directed that the impugned order under Annexures-10, 11 & 12 shall remain stayed till the next date.
