(2)There shall be no second appeal. But when the appellate authority imposes a punishment higher than the one appealed against an appeal shall lie to the authority next superior to the appellate authority only if the punishment imposed by the appellate authority is higher than what was within the competence of the authority, which imposed the original punishment.
