(3)Notwithstanding anything contained in sub-section (1), a cultural activist who has completed sixty years of age prior to the commencement of this Act and the Schemes made thereunder shall register his name in the Fund within such period and in such manner as may be specified in the Scheme, for receiving minimum pension
