Section 278(1) in Telangana Panchayat Raj Act, 2018
(1)Subject to such rules as may be made, a Mandal Praja Parishad with the approval of the Zilla Praja Parishad and the Zilla Praja Parishad may, with the approval of the Government, make bye-laws for carrying out any of the purposes for which it is constituted.
