Section 17(1) in The Maharashtra Private Security Guards (Regulation of Employment and Welfare) Act, 1981
(1)No Court shall take cognizance of any offence made punishable by a Scheme or of any abetment thereof, except on a complaint in writing made by an Inspector or by a person specially authorized in this behalf by the Board or the State Government.
