(2)The Chairman shall preside over the meetings and conduct business. If he is unable to attend a meeting of the Commission, any other Member nominated by the Chairman in this behalf and, in the absence of such nomination, any Member chosen by the Members present from amongst themselves shall preside at the meeting.
