Section 98(2) in The Corporation of the City of Panaji (Election) Rules, 2004
(2)the counted units sealed under the provisions of rule 88 and kept in the custody of the Retuning Officer shall not be opened and shall not be inspected by, or produced before, any person or authority except under the orders of a competent Court.
