Section 5(2) in The West Bengal Clinical Establishments (Registration, Regulation and Transparency) Act, 2017
(2)An officer not below the rank of Assistant Director of Health Services as designated by the State Government shall be the Registering Authority as well as licensing authority in respect of clinical establishments situated within the district of Kolkata.Explanation. - For the purpose of this section, the word "Kolkata" shall have the same meaning as defined in clause(9) of section 2 of the Kolkata Municipal Corporation Act, 1980.
