(2)The Factory Manager shall use every endeavour to improve the quality of the work turned out in the manufactory, and he shall be responsible that articles not according to specification are specially brought to the notice of the Superintendent. He shall satisfy himself, from time to time, that the work turned out in each branch of industry is commensurate with the labour employed and the raw material consumed.
