Section 51(2) in The Rajasthan Industrial Disputes Rules, 1958
(2)The Committee shall elect the Chairman and the Vice-Chairman provided that where the Chairman is elected from amongst tire representatives of the employers, the Vice-Chairman shall be elected from amongst the representatives of workmen and vice versa:Provided further that the post of the Chairman or the Vice Chair man, as the case may be shall not be held by a representative of the employer or the workmen, for two consecutive terms.
